History. This publication is an adminis-
trative revision. The portions affected by
this administrative revision are listed in
the summary of change.
Summary. This regulation establishes
policies and assigns responsibilities for
information management and information
technology. It applies to information tech-
nology contained in both business sys-
tems and national security systems (ex-
cept as noted) developed for or purchased
by the Department of Army. It addresses
the management of information as an
Army resource, the technology supporting
information requirements, and the re-
sources supporting information technol-
ogy. This regulation implements Title 40,
United States Code, Subtitle III (40 USCUSCUnited States Code,
Subtitle III); 44 USCUSCUnited States Code, Chapters 35 and 36;
10 USCUSCUnited States Code 2223 and 3014; and DODDDODDDepartment of Defense directive
8000.01. It establishes the Army’s Chief
Information Officer and the full scope of
the Army Chief Information Officer’s re-
sponsibilities and management processes.
These processes involve strategic plan-
ning, capital planning, business process
analysis and improvement, assessment of
proposed systems, information resource
management (to include investment
strategy), performance measurements, ac-
quisition, and training.
Applicability. This regulation applies
to the Regular Army, the Army National
Guard/Army National Guard of the
United States, and the U.S. Army Re-
serve, unless otherwise stated. It also ap-
plies to platform Information/Technol-
ogy/Industrial Control Systems; appropri-
ated-funded morale, welfare, and recrea-
tion support systems; non-appropriated-
funded morale, welfare, and recreation
support systems; and to contractor-
owned/contractor-operated systems oper-
ated on behalf of the Army. During mobi-
lization, procedures in this publication
can be modified to support policy changes
as necessary.
Proponent and exception authority.
The proponent of this regulation is the
Chief Information Officer. The proponent
has the authority to approve exceptions or
waivers to this regulation that are con-
sistent with controlling law and regula-
tions. The proponent may delegate this
approval authority, in writing, to a divi-
sion chief within the proponent agency or
its direct reporting unit or field operating
agency, in the grade of colonel or the ci-
vilian equivalent. Activities may request a
waiver to this regulation by providing jus-
tification that includes a full analysis of
the expected benefits and must include
formal review by the activity’s senior le-
gal officer. All waiver requests will be en-
dorsed by the commander or senior leader
of the requesting activity and forwarded
through their higher headquarters to the
policy proponent. Refer to AR 25 – 30 for
specific guidance.
Army internal control process.
This regulation contains internal control
provisions in accordance with AR 11 – 2
and identifies key internal controls that
must be evaluated (see appendix B).

Committee management. AR 15 – 1
requires the proponent to justify the estab-
lishment or continuation of a commit-
tee(s), coordinate draft publications, and
coordinate changes in committee status

termined that an established “group” iden-
tified within this regulation, later takes on
the characteristics of a committee, as
found in AR 15 – 1, then the proponent
