History. This publication is an administrative revision. The portions affected by this administrative change are listed in the summary of change.
Summary. This regulation encompasses garrison, field, and subsistence supply operations. Specifically, this regulation comprises Army Staff and major Army command responsibilities and includes responsibilities for the U.S. Army Installation Management Command and subordinate regions. It also establishes policy for the adoption of an à la carte dining facility and for watercraft to provide subsistence when underway or in dock. Additionally, the regulation identifies DoD 7000.14-R as the source of meal rates for reimbursement purposes; delegates the approval authority for catered meals and host nation meals from Headquarters, Department of the Army to the Army commands; and authorizes the use of the Government purchase card for subsistence purchases when in the best interest of the Government. This regulation allows prime vendors as the source of garrison supply and pricing and provides garrison menu standards in accordance with
The Surgeon General's nutrition standards for feeding military personnel. Also, included is guidance for the implementation of the U.S. Department of Agriculture Food Recovery Program.
Applicability. This regulation applies to the Regular Army, Army National Guard/ Army National Guard of the United States, and U.S. Army Reserve, unless otherwise stated. It also applies to all contracted operations in appropriated fund Army dining facilities, unless otherwise stated. During mobilization, the proponent may modify chapters and policies contained in this regulation. This regulation is not applicable to cadet mess dining facilities at U.S. military academies, which are governed by DoD 7000.14-R.
Proponent and exception authority. The proponent of this regulation is the Deputy Chief of Staff, G-4. The proponent has the authority to approve exceptions or waivers to this regulation that are consistent with controlling law and regulations. The proponent may delegate this approval authority, in writing, to a division chief within the proponent agency or its direct reporting unit or field operating agency in the grade of colonel or the civilian equivalent. Activities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include formal review by the activity's senior legal officer. All waiver requests will be endorsed by the commander or senior leader of the requesting activity and forwarded through higher headquarters to the policy proponent. Refer to AR 25-30 for specific guidance.
Army internal control process. This regulation contains internal control
provisions in accordance with AR 11-2 and identifies key internal controls that must be evaluated (see appendix B).
Supplementation. Supplementation of this regulation and establishment of command and local forms are prohibited without prior approval from the Deputy Chief of Staff, G-4 (DALO-ZA), 500 Army Pentagon, Washington, DC 20310-0500.
Suggested improvements. Users are invited to send comments and suggested improvements on DA FormDA FormDepartment of the Army form 2028 (Recommended Changes to Publications and Blank Forms) directly to the Deputy Chief of Staff, G-4 (DALO-SPT), 500 Army Pentagon, Washington, DC 20310-0500.
Committee management. AR 15-1 requires the proponent to justify establishing/continuing committee(s), coordinate draft publications, and coordinate changes in committee status with the U.S. Army Resources and Programs Agency, Department of the Army Committee Management Office (AARP-ZA), 9301 Chapek Road, Building 1458, Fort Belvoir, VA 22060-5527. Further, if it is determined that an established "group" identified within this regulation, later takes on the characteristics of a committee, as found in the AR 15-1, then the proponent will follow all AR 15-1 requirements for establishing and continuing the group as a commit-tee.
Distribution. This regulation is available in electronic media only and is intended for the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve.

This chapter establishes policies applicable for operating appropriated fund DFACs. It includes DFAC operations for RA and full-time ARNGARNGArmy National Guard, ARNGUSARNGUSArmy National Guard of the United States, and USARUSARUnited States Army Reserve operations, as well as IDTIDTInactive duty training feeding. The policies contained in this chapter are applicable to all Army DFACs, except for fixed medical treatment facilities and correctional command facilities. All users will follow the policies contained in this chapter. Procedural guidance is contained in DA PamDA PamDepartment of the Army Pamphlets 30 – 22. Automated procedures are documented in the appropriate user’s manual. In the absence or extended failure of automation, revert to the manual procedures contained in DA PamDA PamDepartment of the Army Pamphlets 30 – 22.
