History. This publication is a major revision. The portions affected by this major revision are listed in the summary of change.
Authorities. The authorities for this regulation are 10 USCUSCUnited States Code, 32 USCUSCUnited States Code, and the Defense Transportation Regulation.
Applicability. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated.
Proponent and exception authority. The proponent of this regulation is the Deputy Chief of Staff, G–3/5/7. The proponent has the authority to approve exceptions or waivers to this regulation that are consistent with controlling law and regulations. The proponent may delegate this approval authority, in writing, to a division chief within the proponent agency or its direct reporting unit or field operating agency, in the grade of colonel or the civilian equivalent. Activities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include formal review by the activity's senior legal officer. All waiver requests will be endorsed by the commander or senior leader of the requesting activity and forwarded through their higher headquarters to the policy proponent. Refer to AR 25–30 for specific requirements.
Army internal control process. This regulation contains internal control provisions in accordance with AR 11–2 and identifies key internal controls that must be evaluated (see app B).
Suggested improvements. Users are invited to send comments and suggested improvements on DA FormDA FormDepartment of the Army form 2028 (Recommended Changes to Publications and Blank Forms) directly to the Deputy Chief of Staff, G–3/5/7 (DAMO–SSW), 400 Army Pentagon, Washington, DC 20310–0400.
Committee management approval. AR 15–39 requires the proponent to justify establishing/continuing committee(s), coordinate draft publications, and coordinate changes in committee status with the Office of the Administrative Assistant to the Secretary of the Army, Special Programs Directorate at email usarmy.pentagon.hqda-has.mbx.committee-management@army.mil. Further, if it is determined that an established "group" identified within this regulation later takes on the characteristics of a committee as found in AR 15–39, then the proponent will follow all AR 15–39 requirements for establishing and continuing the group as a committee.

Army pre-positioned stocks Reduces the initial amount of strategic lift required to support CONUSCONUSContinental United States based power projection and to sus- tain the warfighter until sea lines of communications with CONUSCONUSContinental United States are established and until industrial base surge capacity is achieved. APSAPSArmy pre-positioned stocks categories are: prepositioned unit sets, operational projects, and war re- serve stocks for allies.
Deployment exercise A deployment exercise is an exercise to train in tasks and procedures for deploying from home stations or installations to areas of employment.
Deployment preparation order An order issued by competent authority to move forces or prepare forces for movement. The intent is to increase the deployability posture of the unit.
Dynamic force employment A process to prioritize maintaining the capacity and capabilities for major combat, while providing options for proactive and scalable employment of the Joint Force. A modernized global operating model of com- bat-credible, flexible theater postures will enhance our ability to compete and provide freedom of maneu- ver during conflict, providing national decision-makers with better military options.
Equipment concentration sites Army installations that provide long-term storage and maintenance of unit equipment critical to support and sustain the rapid deployment and employment of combat forces. Approximately 20 – 50 percent of a unit's equipment may reside in equipment concentration sites.
Mobilization force generation installation Army installations including federally activated state-operated installations designated to provide continu- ous Regular Component/RC power projection, combat preparation, post-mobilization training, sustain- ment capabilities, and pre-mobilization training support.
Power projection The ability of a nation to apply all or some of its elements of national power (for example, political, eco- nomic, informational, or military) to rapidly and effectively deploy and sustain forces in and from multiple dispersed locations to respond to crises, to contribute to deterrence, and to enhance regional stability.
Power projection platform Army installations and Joint bases, capable of deploying one or more Army brigades or larger formations in accordance with combatant command requirements.
Readiness The ability of military forces to fight and meet the demands of assigned missions.
Regionally aligned readiness and modernization model Aligns Army units to primary regions and functions in order to support Joint force requirements in a pre- dictable manner while maintaining readiness, maintaining a division-centric construct, modernizing into a multi-domain operations capable force, and maximizing talent management.
463L pallets Aircraft pallets, nets, tie downs, coupling devices, facilities, handling equipment, procedures, and other components designed to interface with military and civilian aircraft cargo restraint systems.
