Authorities. The authorities for this regulation are Title 10, United States Code, Section 7562, 37 United States Code, Section 418, 10 United States Code, Section 7621, Title 5 United States Code Section 5901, and 10 United States Code Section 772.
Applicability. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated.
Proponent and exception authority. The proponent of this publication is the Deputy Chief of Staff, G–4. The proponent has the authority to approve exceptions or waivers to this publication that are consistent with controlling law and regulations. The proponent may delegate this approval authority, in writing, to a division chief within the proponent agency or its direct reporting unit or field operating agency in the grade of colonel or the civilian equivalent. Activities may request a waiver to this publication by providing justification that includes a full analysis of the expected benefits and must include formal review by the activity's senior legal officer. All waiver requests will be endorsed by the commander or senior leader of the requesting activity and forwarded through their higher headquarters to the policy proponent. Refer to AR 25–30 for specific requirements.
Army internal control process. This regulation contains internal control provisions in accordance with AR 11–2 and it identifies key internal controls that must be evaluated (see appendix B).
Suggested improvements. Prior approval from the Deputy Chief of Staff, G–4 (DALO–SPT), Washington, DC, 20310–0500 is required for any supplementation of this regulation and for the establishment of command and or local forms. Committee management approval. AR 15–39 requires the proponent to justify establishing/continuing committee(s), coordinate draft publications, and coordinate changes in committee status with the Office of the Administrative Assistant to the Secretary of the Army, Special Programs Directorate at email usarmy.pentagon.hqda-hsa.mbx.committee-management@army.mil. Further, if it is determined that an established "group" identified within this regulation later takes on the characteristics of a committee as found in AR 15–39, then the proponent will follow AR 15–39 requirements for establishing and continuing the group as a committee.
Distribution. This regulation is available in electronic media only and is intended for the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve.

Army and Air Force Exchange Service The AAFES is a joint command of the Army and Air Force, under the jurisdiction of the Chiefs of Staff of the Army and Air Force, which provides exchange and motion picture services to authorized patrons.
Army military clothing store A designated facility where Army uniforms, components, and insignia items are kept for sale or issue to authorized persons.
Central clothing distribution A process involving the supplying of ARNGARNGArmy National Guard requirements for issue-in-kind personal clothing, insignia, and decorations from a single distribution facility. Items are ordered by units directly from the distribution facil- ity and shipped directly from the facility to units as Soldier kits.
Central clothing distribution facility A distribution center operated by a DLADLADefense Logistics Agency – TS contractor that receives orders for personal clothing, insignia, and awards directly from units, customize uniforms by affixing specified insignia and ships by small parcel carrier to the requesting unit.
Clothing initial issue point A facility normally located at an installation that serves as a reception station for new Soldiers being pro- cessed for training in the RA.
Clothing monetary allowance system A system for furnishing the individual Soldier initial clothing allowance on an item basis.
Clothing replacement allowance Funds allocated to Soldiers annually for replacement by purchase of personal uniform clothing by the indi- vidual.
Continuous active duty An interim of 3 months or less between date of discharge or REFRADREFRADReleased from active duty and date of reenlistment or recall to active duty.
Fair wear and tear Loss or impairment of appearance, effectiveness, worth, or utility of an item that has occurred solely be- cause of normal and customary use of the item for its intended purpose.
Gratuitous issue An issue or replacement of personal clothing, not more than authorized allowances, without cost to an en- listed Soldier.
Individual equipment Personal clothing and equipment issued for exclusive personal use of an individual.
Initial clothing allowance Prescribed items and quantities of personal type clothing and service uniforms, with component items, furnished to enlisted members when entitled to an initial issue of clothing allowance.
Inventory An inventory is a physical count of property on hand.
Military-property custodian Agent of a school who maintains accountability and responsibility for Army property. He or she is author- ized to requisition, receive, store, issue, account for, and perform administrative functions required in con- nection with using Government property furnished the institution by the Army or the Air Force or both in connection with ROTCROTCReserve Officers’ Training Course training. The agent may be military or civilian.
Military-property specialist A bonded agent of a school who is authorized to requisition, receive, store, issue, and account for prop- erty and perform administrative functions connected with the use of Government property provided to the school by the DA for JROTC training.
Non-prior service Non-prior service for persons enlisting in USARUSARUnited States Army Reserve; never served or have served less than 180 days of Ac- tive Duty and are not MOSMOSMilitary occupational specialties qualified.
Non-recoverable items Personal clothing of enlisted members not to be turned in or accounted for on termination of service. Non- recoverable personal clothing items are headgear, belts, boots, buckles, underwear, necklace, neck tabs, neckties, gloves, handbags, towels, scarves, handkerchiefs, shoes, socks, t-shirts, shorts, and all insig- nia. As an exception, headgear, gloves, and handbags may be recovered when in the best interest of the Government and when directed by HQDA (see this regulation). For the ARNGARNGArmy National Guard and USARUSARUnited States Army Reserve, these items may be replaced free of charge if the FWT criteria are met. Replacement is at the expense of the Soldier if the items become lost, damaged, or destroyed through the fault or negligence of the Soldier.
Organizational Clothing Special-purpose individual clothing required for support of personnel to accomplish assigned duties will be carried as organizational issue. Organizational clothing includes special distinctive uniforms such as those required for Service bands or mounted troops. No monetary credits or payments are provided to Servicemembers for obtaining or replacing these items, since they are furnished under the issue-in-kind system.
Personnel Individuals required in either a military or civilian capacity to accomplish the assigned mission (see JP 1 – 0).
Recoverable items Personal clothing of enlisted members to be turned in or accountable for on termination of service. Re- coverable personal clothing items are duffel bags, combat uniform components (coats and trousers), ser- vice uniform components (coats, slacks, trousers, skirts, long- or short sleeve shirts) physical fitness uni- form components (jackets/pants) and all-weather coats. For the ARNGARNGArmy National Guard and USARUSARUnited States Army Reserve, these items may be exchanged if FWT criteria are met. Replacement is at the expense of the Soldier if the items become lost, damaged, or destroyed through the fault or negligence of the Soldier.
Reserve Officer Training Corps Simultaneous Membership Program A voluntary officer status for eligibility. The program permits eligible enlisted members assigned to a TPUTPUTroop program unit of the USARUSARUnited States Army Reserve to enter the advanced MS I and IV course of the ROTCROTCReserve Officers’ Training Course Program. It also permits eligible ROTCROTCReserve Officers’ Training Course advanced course cadets to be assigned to a TPUTPUTroop program unit and to serve as officer trainees.
Service uniform A uniform prescribed for wear by Army members on routine duty. Different from dress, utility, or field-com- bat uniforms.
Supplemental allowances Items and quantities of personal clothing authorized for issue to enlisted members to supplement initial allowances. They are given to Soldiers whose assigned duties require more items than are included in initial issues. Is also given to those whose assigned duty requires special items of personal clothing not normally issued to the majority of enlisted members.
Unit commanders Commanders of companies, batteries, or similar units, along with correctional officers.
